How Do I Convert Mp3 Video To Mp4 So I Can Upload Videos Taken With Digital Camera To My Instincs30 Phone?

I have the videos stored on my computer in My Pictures but I can’t get my smart phone to accept them because they are not in mp4 form. I can upload single pictures taken with my digital camera but not videos taken with it. What’s the problem?
