Anybody can buy a lot of domain name, host it on a same server and interlink it. Nowadays, search engines frowned on this technique. You can read this guide in order to avoid some penalty, if ever your site has so many neighbors or you are attempting to interlink all your websites.

What it does?

This A reverse IP domain check takes a domain name or IP address pointing to a web server and searches for other sites known to be hosted on that same web server. Data is gathered from search engine results, which are not guaranteed to be complete. Knowing the other web sites hosted on a web server is important from both an SEO and web filtering perspective, particularly for those on shared web hosting plans.

If you get some bucks out there, you can purchase dedicated IP's for your site. Or you can host it on a dedicated server, it means fewer neighbors. Who knows it may of great help to your SEO campaign.
